Description
A state initiative designed to prevent and mitigate the spread of COVID-19 by providing non-congregate shelter in hotels and motels for sick and medically vulnerable persons, who are experiencing homelessness. The County of Orange has developed a COVID-19 Response for homelessness that aligns with new State and Federal guidance and funding requirements. This includes establishing non-congregate settings for vulnerable homeless populations and quarantine/isolation settings for those who are symptomatic and/or positive.

Please note: Project Roomkey is NOT a motel voucher program.

Question: What is Project Roomkey?

Answer: Project Roomkey is a state initiative designed to prevent and mitigate the spread of COVID-19 by providing non-congregate shelter in hotels and motels for sick and medically vulnerable persons who are experiencing homelessness.
 
Question: Who is eligible for Project Roomkey?
Answer: Based on the latest public health guidance from the State and Federal government, it is recommended that persons known to be Covid-19 positive or known to have been exposed to Covid-19 and those with high-risk factors such as age over 65, chronical health conditions, and respiratory issues, are to be provided the resources to practice Safer at Home guidelines. Individual sheltering arrangements, such as private rooms at hotels and motels, are recommended for these populations.
 
Question: What is the referral process for Project Roomkey?
Answer: Shelter providers, outreach teams, hospitals and law enforcement will be able to refer eligible persons to the operator for a medical screening and intake. No walk-ups to the sites are allowed.

Question: What resource options are available for those who are symptomatic for COVID-19 under Project Roomkey?
Answer: Temporary Isolation Shelter locations have been secured and will be for those who are identified as sick or symptomatic for Covid-19.
 
Question: What placement options are available for those who are asymptomatic, but have high-risk factors under Project Roomkey?
Answer: Quarantine shelter locations for vulnerable homeless populations have been identified and will be for asymptomatic, high-risk individuals who are medically vulnerable and/or over the age of 65.
 
Question: Is Project Roomkey a voucher system?
Answer: No, individuals do not receive motel vouchers to be used at any location in Orange County. There are specific sites identified by the County that will be used to shelter those who are sick or symptomatic and high-risk. To access, the referral must originate from a referring partner. The referral partners are shelter providers, outreach teams, hospitals and law enforcement.
