WATER SERVICE PAYMENT PLAN: Baltimore City residential customers with past due balances of $250 to $5,000 can sign up for no-interest and no-fee payment plans using the Water Affordability Portal, http://Baltimore.Promise-Pay.com or call 410-779-9808. WATER BILL ASSISTANCE: The Water4All program offers a discount billing program for Baltimore City residents whose income is less than 200% of federal poverty guidelines. For example, for a 4-member household that would be less than $53,000 a year. A formula is used to calculate the maximum a household should pay for annual water and sewer services, based on a percentage of their annual income; Depending on income and household size, the maximum percentage could be 1%, 2% or 3%. The difference between the calculated maximum and the estimated annual water and sewer bill amount would determine the household´s annual discount. Water4All assistance will be a discount to participants who are billing account holders with Department of Public Works. After application, it may take up to three months to see the discount on the bill. Residents will need to apply annually.

Eligibility
|
Open to income eligible Baltimore city residents who are either: Homeowners whose name is on the water bill; tenants whose name is on the water bill and who pay the city directly for water and sewer service; tenants whose name is NOT on the water bill, who do NOT pay the city directly for water and sewer service and who can provide both: A lease that clearly states the tenant is responsible for paying water and sewer services separately from the rent AND A lease that clearly states the amount to be paid monthly by the tenant for those services or a copy of the monthly invoice for water and sewer services from the landlord or the landlord´s management company. Non-citizens and undocumented residents are eligible.
Water4All Income Guidelines:
Household income must be less than 200% of the Federal Poverty Guidelines. People ar welcome to reapply if their income or household size changes.

Proof of ID, copy of most recent water/sewer bill, proof of residency e.g. utility bill, proof of household gross income, W-2 form, SSI benefits letter, pension statement, unemployment determination letter, verification of medial assistance, food stamps or other public assistance programs, SSI benefits notice, verification of eligibility for social security, veterans/social security benefits, notarized letter of non-income, or notarized letter of non-occupancy form former co-owner or additional leaseholder.
